i believe the best was to have this answered is to simply call the social security offices near you. they have many options as does welfare offices and possibly division of family and children. If these are not an option, call your local courthouse and or chamber of commerce or city building. should be in the front pages of a phone book under government. a little research into the info i gave you will yield you an answer.
