Does anyone know the name of this movie?

I saw this movie once and it was black and white but not like the old time black and white movies. Everyone wore black or white clothing drove black or white cars, etc. The movie had a little action if I remember correctly. And maybe Christen Bale was in it or someone who looked like him. It might have started with a P Not I'm not sure.I think the movie had something to do with the government had done something controlling and people had to hide and that was why everything was black or white. Can anyone help me find the title to this movie or tell me how to go about searching for this movie, Please only serious answers. Thanks
