I am taking distance univeristy and my tutor doesn't like me asking her questions? What would you do?

My tutors are great, except this one. I called her several times during her phone tutor hours. Only one time did I catch her. She emailed me the various reasons (excuses?) and she wants me to email her. I don't like that as I wait for days to even a week for an answer to my question and if she didn't really answer my question, than I have to email her back for more explanation. Anyway, I am at the point where I am feeling like her worst student. She will say, "well, read the text" or "I cannot give you the answer". My other tutors are not like this, they seem to love discussing the topics and explaining them and even direct me to the right pages to find the answers. I dug my heels and and emailed this tutor again last night and feel stupid for asking another question! I emailed her that I did not realize that she thought I was asking for the answers and said that I only wanted guidance. She did not respond. I am going to keep pestering until I get the help I need. What would you do?
