Please help give me good advice to do and to flirt and get help?

I think this guy like me he alway looking at me but he and i dont talk to each other and he alway with his friend so it hard to talk to him...... I think he like me but i dont know what to do and we havent spoken each other since last year the begingi of the year hel p me please and if you can email to help me out please.....What should I do ?
