Telecom retroactive immunity?

The telecom companies are seeking retroactive immunity from being sued by consumers who are upset that their information was disclosed to the government without their consent. It's different from a pardon because it protects them from charges being filed. A pardon would protect them after the charges have already been filed and they were found guilty.
